
Yes, you, too, can have a great lawn!
Yes, there is work to do. Watch the weather during the next week (or soon thereafter) and pick a period when the temperatures are consistently below 87-degrees. That's the first task. Tall fescue grass seed (cool season grasses) will not germinate until the temperature is right...doesn't like the heat.

Take the time though to shop for quality seed and fertilizer. De-thatching and aerating (core aeration) will help in creating a healthy lawn; working in quality compost as a soil amendment and top dressing will also give your new lawn a great start.
